Postepay Green
PostePay S.p.A. · Visa
Postepay Green is Poste Italiane's prepaid card for minors aged 10 to 17, issued by PostePay S.p.A. on the Visa/Visa Electron network in recycled material. It is requested by the parent or guardian, who through the Postepay app's Parental Control sets spending and withdrawal limits, blocks categories and monitors the minor's transactions. €10 issuance fee (charged on the €15 minimum activation top-up) and €0 annual fee; the FX fee is 1.10% on foreign-currency spending and the plafond is €3,000. The base card has no IBAN (an optional 'Receive transfers' service with IBAN is available for €5/year). Like every prepaid card it is e-money: funds are NOT covered by the FITD deposit-guarantee scheme (no protection up to €100,000), but are safeguarded at the e-money institution supervised by the Bank of Italy.

Verdict
Postepay Green is a solid choice for a child's first card: €0 fee, 1.10% FX and above all the app Parental Control with spending and withdrawal limits, inside Italy's most widespread ecosystem. The downsides are the issuance fee (€10 on a €15 minimum top-up), the lack of IBAN on the base card and — being e-money — the absence of FITD cover, replaced by the EMI's safeguarding. Score 3.4: an honest, well-designed product for the 10-17 bracket, with contained but not zero costs.
Registered e-money prepaid card for minors on a supervised e-money institution, with parental control: custodial, full KYC, every operation tracked and the card blockable or suspendable by the issuer for AML or on court order. No anonymity, no permissionless use: on the sovereignty lens it is the opposite of a self-custody tool.
