Issued by Sweden's Airfill Prepaid AB, it is available across the EEA, with no issuance or annual fee and 0% FX markup. It offers up to 2% cashback (1% on crypto deposits, 1% on purchases) as store credit redeemable on Bitrefill.com. It is custodial and requires KYC.

Verdict
Limited protection: the card is custodial and converted funds are held by Bitrefill via its issuing partner, so you don't control the keys. It is, however, issued in the EEA with full KYC and regulated partners (Wallester AS, Lightspark Payments Europe), providing a European supervisory framework. The rating reflects this trade-off between third-party custody and a solid regulatory wrapper.
Low sovereignty: mandatory KYC, third-party custody and cashback issued only as non-liquid Bitrefill credit reduce user control. The wide crypto range including Lightning partly mitigates this, but it remains far from the cypherpunk ideal.
